What time exactly will the game be released? I want to buy it in the first second

I have no idea about the first question , however the answer to the second one is no.

Wrong. You can play on PC map at any device if you really want.

You could just open game's A.P.K as archive and replace map folder with whatever you want

I mean yeah you can add it yself, but it is not an option in base game
