The translation in the mods folder is not loaded totally

As you can see, this gmag3 tag translation does not work, I sure that the path of the mod path is correct ( mods/MyMod/languages/Bundle_cn_sp.properties ),and other  civilization tag translations are effective. What's wrong with it ?

When I change the local civilization tag translation file (game/languages/civilizations/Bundle_cn_sp.properties), it can work.

But when I use mod to load the translation, some ( Not just this one ) don't work. Why ?  Can it be fixed ?
