How to make a vassal that is a completely new country that didn't exists in the scenario

In age of history 2, you can make a vassal that is completely a new country that didn't exists in the scenario (you can make custom countries or you can pick already existing countries that didn't exists in the scenario)

But in age of history 3, i play in the 1440 scenario, when i already invaded many countries and then try to make vassals I can only release countries that exists in the scenario

i want to make vassals of modern countries or countries that will exists as the in game year progresses because it's just weird to see the whole russia as novgorod, or hosokawa not becoming Japan despite already controlled all of Japan islands

In the scenario editor in last menu there is option to add cores.
There you can add it.

Can you add a mod that adds the feature of creating countries that are not present in the scenario? 🥺

in order to get it as your vassal you would have to go to war to liberate the nation then declare war on the nation again to turn it into a vassal it, or if you want it to have the same religion and government as you you would have to annex the territory and release it which increases aggressive expansion a lot, this system really needs a change

There should be an in-game solution for this. Many people demand the same feature after all.
