Why do provinces added in the editor not match the provinces in the game?

I tried adding provinces in the editor, but in the game itself they shift and change size. I checked this on the default map, but the error still remains

Are you using map editor from the game files?
 

Remove all folders that have numbers in their names to rebuild:
map/THEMAP/data/scales/
