The cost of maintaining buildings does not work

In theory, some buildings should cost us something to maintain, but that doesn't work.

When you hover over a building, there is no information about the maintenance costs of the buildings, and when you go to the budget tab, the building expenses are always "0" regardless of how many buildings you build.

@Łukasz Jakowskican you fix it? Even one of the advantage points is to reduce the maintenance costs of buildings, but it is completely useless since the maintenance of buildings does not work

I think this bug needs to be fixed to balance the game and make the late game less easy than it is now (because a lot of players complain that the late game is too easy)
