Change the priority for troop movement

By default, the Sea terrain is the first terrain specified in game/terrain/TerrainTypes.json:

    BattleOver: 1,

Here, adjusting MovementSpeed closer to 0 weights sea provinces down. You can also set the land type of sea provinces to be lakes, or simply disable technology that allows for going on the sea.

Unfortunately, none of this has helped, as troops are still moving mainly through the maritime provinces : (
