How to transfer game settings to a mod?

The following problem has arisen: the game's root folder contains a folder responsible for settings (font size, color, province name size, etc.). When moving it to the mod's root folder, the settings now in the mod are not applied to the game. Instead, the game continues to apply its own settings.
Is it even possible to use them in the mod, or is it simply not possible?
