How to stop rebels?

Hi guys, Is There A Way To Stop Rebels In Age Of Civilizations II?
I've been fighting for 4 hours, but they don't stop.

Increase happiness and assimilate the provinces. You should also invest enough money in investments. And again, if you do a lot of fighting - increased military fatigue. It is better not to raise it above 50 percent.

U have to make festivals in provinces that are mostly like to rebel.And u should make more farm.libaries and more.... also just as @Autograf said do not go alot at war or send ultimatum and break realtionships with other countries. In just one word assimilate them.

My happiness is at 100% at most of my provinces with the province majority being 2/3rds my culture or higher yet most of the provinces still have a 3-25% revolt risk that won’t change, Is it glitched?

 

Edit: sorry rechecked, they are going down but at 0.01% per turn with most provinces needing hundreds to thousands in order to get the number down to 0%

Also when changing to another ideology check your investment bars to make sure you meet the minimum accepted amount of goods, Or else things can go very bad.
