Probably file manager, maybe ? Just locate android/obb and it should be there.

You can use Lucky Patcher to create an ap-k file. Its only avaible on luckypatchers.com , not google play. You don't need ROOT, but if you have ROOT it would be easier and better to use Lucky Patcher since it gives you more control over the phone.

I know about lucky patcher but how exactly I can create edited  --- file

You can't edit the --- file itself, you have to upload the game folder with it, so people can put the folder into obb then install the ---. It should work If you do this.
