The countries of America and Oceania are more likely to receive immigrants, and may also have a mechanic that makes you open an immigration campaign, which lasts a maximum of 5 years and gives you bonuses for attracting immigrants. You can also ban immigration into your country, making it illegal, this increases the country's stability but can also decrease its relations with other nations. If the immigrants are from secondary cultures, you can assimilate them into the primary culture or simply select their culture to become primary, but this will take years in the game.
