There should be a casus belli to declare war and before creating casus belli, sending agents for the civ. the we want to conquer to learn their politics of conquering should be an oblication

we can declare war without casus belli, but it gives way more coalition chance

It's definitely a better idea, waiting to declare war is a modern thing, but the main plot of the game is 1440.
