Create new Countries/States

After conquering a country instead of just making it a vassal maybe we can change the name, flag and color of the country to be like a new state/country.

Let's say I invade the Soviet Union and I want to carve it out however I want so in the peace negotiations menu maybe there can be something to do that.

You can already change name and color.

You can also create a new country and liberate It as a vassal

I explained myself badly, I'm sorry. 

Let's say I'm in WW2 Scenario and I finish conquering the Soviet Union ad Germany. Now instead of just being able to Annex, Vassal or whatever others terms maybe I should be able to create new countries inside of the Soviet Union for example what if I want to split the Soviet Union in half or carve it out however I want.

LMK if this is explained better.
