Magnum 57 Posted January 24, 2024 A tree of forms of government works to be able to transition in a more stable way more easily. This through missions and reforms until the change can be made or directly transition to a new form of government and risk civil war or discontent among some group. An example would be the monarchy, if you try to go from a constitutional monarchy to a theocracy peacefully you would have to do missions to first go to the absolute monarchy and from there to the theocracy. An example of those missions would be "Raise religious power by X%" or if you want to liberalize "Suppress the king's powers".
