If yes, it could be changed not by adding civilizations but ethnic groups, it would make more sense for assimilation. So, instead of adding as the core "Kingdom of Spain" , add "Spanish". Beside, it is possible to install settlers in one of our provinces with a different ethnic group, like this we can nationalize the province.
