TatarWarmonger 14 Posted February 23, 2024 (edited) Like in Victoria 3, there can be literacy rate. Lower literacy your country have, slower you make reforms and innovations. Also, lower production income you'll get. İt's quite easy to add to game and makes a lot of sense.
