Confederation

First thing to ask, would there be a confederation system, like HRE ? If yes, it could be like this :

Confederal state is composed of two or more constituent states, referred to as confederated states. Regarding their political systems, confederated states can have republican or monarchical forms of government.

- Republican form (confederated republics) are usually called states (like states of the American Confederacy, 1861-1865) or republics (like republics of Serbia and Montenegro within the former State Union of Serbia and Montenegro, 2003-2006).

- Monarchical forms of government (confederated monarchies) are defined by various hierarchical ranks (like kingdoms of Iraq and Jordan within the Hashemite Arab Union in 1958).

Historically, there were almost 60 confederations that ever existed. It could bring some features, like an election like it was is AoH2, integration ( proposition to make part of the confederation), expulsion of a state, dissolve the confederation, etc...

With this, we could create more confederations, historical like alternates such as EU and italic confederation. 

I think it is the only way to compensate for the lack of union, it could even replace it. ( not sure)

The 1444 map could look like this with HRE, include members which thier territory is not fully a part of the confederation (Burgundy, Teutonic Order and Slesvig-Holstein).

I agree adding confederations is a better idea then adding the HRE again and then not having representation of the EU and other confederations that existed throughout history also the USA under the articles of confederation was also an example of a confederacy
