Administrative organisations

I don't expect this to be a big feature, but adding administration would be great for internal politics. This is the resurrected idea of federation/confederation.

Administrative organisations could be divided into 6 types/levels : autonomy, state, unorganized territories, republic (or kingdom) and regions, and capital (separate). No need to put leaders for this (I could change my mind). It could be shown by a new map mode.

Firstly, the administration must have a province or percent limit :

  • Administrative region : up to 5 provinces
  • Autonomy : up to 20% of the country
  • Unorganized territory : up to 80% of the country
  • States : up to 25% of the country
  • republics : up to 50% of the country
  • Capital : up to 2 provinces. 

Secondly, the administration will have different functions :

  • Autonomy could have some rights for building constructions and laws, but must demand the lord to apply it. It can't create an army, so the lord could mobilize directly in the autonomous region. Autonomy can't have diplomatic relations with others, except if it declares independence.

  • Administrative region is what we found in every country in the world, except for micronations, just with different names. Just like provinces, it is directly controlled by the governor, so laws are the same everywhere in the country. This feature is disabled for federated and confederated countries. Autonomies don’t need to have any administration. So it's only to organize provinces in unitary countries. In the peace treaty, AI would take or vassalise a whole region rather than some random provinces. So we must set administrations in the scenario editor.

 

  • Unorganized territory or simply territory is a bunch of land that is controlled by the country. I don't really know how it works, but there could bring variants like overseas territory. Often, it is just a desert area.This could also be considered as a national area, which is controlled by the national government, or all states.

 

  • States are only available for federal countries. Laws could be different selon states, but still have common laws. So it's more difficult to set federal laws, which apply for every state of the country. So to differentiate it, laws could have the option to federalize this law or not, so in some points, states could choose their laws, causing different buffs and debuffs. For wars, elections and federal laws, more than 50% must agree with it, or it will cause unrest or even a civil war. For example, the American civil war.

 

  • For the internal republic, there are two options, for unions or confederations. The union option is the same than for state, but for the confederalize option, republics could have their own army, and laws apply only in it's republic, often the most important one, for balance and logical purpose. In the end, the republics (or kingdoms) are more independent in confederation than in the federation.

Each region, state, and republic has a capital, obviously.

 

(For the federation's part, we play as the federation and not for one of it's constituents, but it could be interesting)

Thirdly, even if we all know that unions won't be in the game, I propose some requirement to form one :

  • Relation between the two is +90
  • Must bordering
  • Same religion
  • Same ideology
  • Same rank
  • Close level of technology

Unions could be a federation or a confederation with only 2/3 states.

 

And lastly for federations in peace treaty, 3 more options are added :

  • Annex territories as one of it's states
  • Create a state, in the losing country's land, 
  • Disband the federal government, the federal country blows apart and all it's constituents become independent.

 

This may not be complete.

I think it's a bit of a complicated idea, but if it makes it into the game it would be great!
