Will the probability of selecting each law in the group be the same, or will each country strive to introduce the law that is unlocked last? For example, in Iran women have limited rights, but in Europe they have all rights. Military service is compulsory in Israel and Korea, but not in Europe. The United States has different health care law than Europe. Like laws would be more effective in capital and major cities, and less effective in towns. Laws could take more time in the Mid Ages than in Modern Time. So I propose to add law effectiveness. Some laws couldn't be implemented without consequences, like happiness effects, possible revolts, unrest and relations between countries.
