the option to form another country disapeared

After unifying japan in the 1440 scenario, i was trying to form the japanese empire, but i got some other territories and the option to form that disapeared, what can i do now?

Well Dallago i sincerely dont know what is causing that bug but i can only suggest that you:
1-Try forming the Japanese Empire in other save
2-Reinstall the game(I have encountered some serious bugs in the past and this is the only way that worked for me)
