Add hotkeys for AOH3

Lukass, please add hotkeys for scenario editor (f. e.

ctrl-b -> enable/disable brush

ctrl-s -> save scenario or exit

ctrl-arrow right -> next stage of creating scenario (regions -> wastelands -> countries -> it's territories)

ctrl-arrow left -> previous stage of creating scenario

and more!)

Also can you make hotkey settings in game settings?
