War economy (change in budget choosing)

It is known that during a war, the economy of the country changes - at the beginning, spending on the army increases, and when the war goes badly, or if it has lasted too long, the recruitment of civilians into the army increases, which reduces the population and economy

Therefore, when setting the budget, I think that in army maintenance, if we select the "increased pay" option, we should get two additional minuses: -1% population and -5% economy. This option should be used by AI only when the bot is losing the war or after 2 years when manpower runs out. The "default" option should be enabled by AI at the beginning of war, and the "decreased pay" option should be enabled by AI during peacetime
