Make Colonial Wars without Holding the Colonial Act Much Much harder

The Idea is: ANY wars fought by European Powers In the America's - Africa - Or Asia will get massive debuffs for the foreign nation and will always give massive debuffs to the foreign power, making the war much harder to win, BUT winning such war could give the player the Colonial act automatically without research

 

 

note that the AI will never declare wars like this, this is a very hard shortcut for the player, and it's more of a meatgrinder since the feature would make gaining warscore very hard
