These limits are not comfy for games with later start date like 20 century or later. Why not instead of expiring just use diplomatic points? I would like to create them mid-game too, and current members be able to leave (Swiss Confederacy left HRE after the Thirty Years' War) and new members be able to join. I prefer colonies that do not participate in wars with me because I like the challenge and also with time the expansion will make your country unable to protect all your colonies and it will be a great challenge I like to distribute my army over all the lands of my colonies. Also this will make the first and second world war more beautiful.
