Point of choosing a rival

Why do we have to choose 3 rivals at the start of the game?

Or we can just choose weakest countries, for the same bonuses

In my opinion it should be according to rank. If you are high ranking (Like starting from at least 50th place or whatever) civilization and rival a low ranking civilization it will give you smaller bonuses, and vice versa
