Can I edit Holy Roman Empire?

For example Holy Roman Empire > NATO or others. How can I change the name, and the name of the members rank (so there is no kings, but also ministers)

I would suggest you just make a civilization named "Holy Roman Empire"(If there isn't already a Holy Roman Empire civ) and give it the same Flag. It would make things more simple. I literally don't understand the Holy Roman Empire thing in the scenario settings...

1. Go to UI

2. Replace all HRE Images with new ones. (SO if you want UN, Replace the flags, crowns, and other stuff)

3. Go to Languages

4.Open Bundle

5. Find HRE and Rename it (Also rename it's other parts like Emperor and Prince.)
