Here's how they work. First off, you cant encircle core provinces. 2nd, you can't encircle provinces with a border to the sea. Lakes might change that. You can only encircle provinces that are occupied, and have no border with the sea. It's stupid, and if he ever updates the game, i hope he makes them better.
