You would also receive much prestige but only the first time you are elected, so we avoid an prestige exploit. Then, stuff like having military access or involving them into your wars would be easier tasks for you to accomplish. As the emperor you could also defend the HRE States without gaining infamy. For example, France just declared war at Liege and you, Austria, can join the war and even ask other german states to defend Liege. Other idea involving HRE is a new trade option: "Join Holy Roman Empire" so you can diplomatically expand It.
