I have an idea that might be very useful for you, Lukasz. I don't know how your AI works, but I'm thinking about a system that might work for you. It is just a concept from a fellow programmer - Each ai country would have a "focus tree" hidden from the player. In some cases, it could be created custom, in other, it could be just randomly generated. The focus tree would work like this - to the country, there would be multiple focuses available, and it will have to choose which one to do depending on the circumstances. The focus would have specific goals that the ai would strive to achieve. After achieving, there could be another focus unlocked. Nothing like rewards, just a tool to direct the ai to do some meaningful things - for example there could be focus like conquer nation x, if the ai chose this focus, it would try in any way to conquer the nation. For example, it might increase its military, build up, make alliances, suspend relations, and finally attack. If it completed that focus, one unlocked could be about coring the gained lands etc. There could be focuses about population, non war things, and if for example the ai was defeated by some nation, there would appear a new focus to regain the lands etc.                                                                                                                          None of this would be visible to the player, just a way how to make the ai smarter i hope.

Good idea but seems complicated, that would be very hard to balance.

I wouldn't say so, it would not buff the ai in any way, only direct it to a certain goal
