Diplomats Mechanic (Revised):

1. Default Number of Diplomats:

   • Every country starts with 3 diplomats by default. This is the baseline for all nations, regardless of their size or power.

2. Top 10 Nations Bonus:

   • Nations that rank in the top 10 globally (based on overall points or influence) receive +1 additional diplomat. This reflects the greater diplomatic influence and capability of the most powerful nations.

3. Buildings and Reforms Affecting Diplomats:

   • Certain buildings (such as embassies or diplomatic academies) and government reforms can increase the number of diplomats a country has. These can offer nations more diplomatic options, allowing them to engage in more negotiations, alliances, or espionage.

4. Diplomatic Actions and Limitations:

   • Each diplomatic action (alliances, guarantees, negotiations, etc.) will require the use of diplomats. Once used, the diplomat will be unavailable for a certain period, representing the time taken to conclude negotiations or agreements.
   • Diplomats are also required for signing treaties, requesting guarantees, or forming alliances. Countries cannot endlessly spam diplomatic actions without consequences.
