Nations should be able to change religions. This affects historicity in scenerios. One exmple, Circassia is still orthodox in 1800s while it should be Sunni from 1500s onwards.

You can change it in scenario editor -> Provinces religion
or while playing in government

Also, when you change your country's religion, you need to convert your populace just like if you were converting the religion of another conquered country's population.
