I'll answer you both of your two questions. 1.- As long as I'm concerned, there's no possible way yet, to set a general event which has a direct effect on every nation at the same time (I've already tried it đ˘Â ). 2.- If you're looking for an event which allows you to invade the whole enemy country at once (for example, occupying Paris with Nazi Germany in WW2), it's possible, you just have to go to game editor and mark one only province that you need to occupy, and thats it!
