help I can't add provinces still

I tried everything I even uninstalled the game twice the second time I even deleted all files I had for it but still the same thing happens everytime, I add a province, I put it in the update folder and set the max amount of provinces to 4270, I even tried setting both to 4297 which is the id of the latest province I added but it still won't work. Please help me out with this.
