How do I upload a scenario to steam workshop

Just curious because someone already made a mod and uploaded it but I can't find any information on how to do it

You can't post AoH2 mods to the Steam Workshop.

 

It will be possible in AoH3.

So the creator will be the only one who can post on the Aoh2  workshop since he posted a thing on it called "Two new Governments"
