formable civilizations, vasals and natios name/color

I have simple questions about the game mechanics, if the AOH 3 will keep some structures of it previus one. Will be formable civilizations? will be posible to liberate vasals that doenst are in the original scenario(like if i am plaing as the USA, will be possible to liberate the Confederacy or Arizona or the Aztecs or anyother civ that i want)? will be possible to chage civs names and colors?
