Rebels Rework update too many revolts for no reason, sometimes blocking formables and civil wars prohibiting from ever changing government

Revolt spam starts almost always even at 0% revolt risk, 100% stability, 100% happiness, and whenever a civil war happens it locks you from being able to ever change to that government since it takes up the government tag, pairing it with the fact that most civil wars are just 1 province revolts and often happen all the time, it means in a span of just a few turns you can get locked out from being able to change government because a country with that tag already exists, plus if you ever white-peace with a civil war country and reinvade them you need to assimilate them again. Perhaps some rework on existing country tags could be done? (same problem with formables, for example, as Serbia you get a single province rebellion for Yugoslavia pop up, and once that happens, you can never form Yugoslavia ever, since that tag is already taken)

For recommendations: whenever you do form a nation, you could make it that it automatically assimilates with every other country that could make that formable, for example every country that could form German Empire gets assimilated together, sort of like with unions, so you dont have to assimilate the same culture all the time or a culture group system, mentioning since there was some sort of automatic assimilation system with civil wars. Also either I don't see any or there is no Population relocation (for when we transfer out of the country generally) game value file for mods to modify, would be nice if next update changes to mod example gamevalue folders would be updated, since they don't update in the game file folder without full verification of game files. And for population transfer it would be nice if we could choose multiple provinces at once (to fix it being in absolute numbers, it could be chosen that we transfer a % of that population, not an absolute amount). And for the Population relocation, it would be better if it was relocating more to nearby territories or relative to growth rate, since currently no matter where you deport from, there is equal chance that they move to Antarctica, Sahara, or neighbouring country. Plus the chance to relocate from only occupied provinces would be nicer if could be toggled in gamevalues, not just fully disabled
