You do not have to create a new civilization to be able to change the type of government, it's super easy. You must go to Scenario Editor and select the scenario to edit, when it loads, you go to the civilization that you want to change the type of government, you select its capital and in the upper right part of the screen it will show you the types of governments, you select the one that you like, you give to next until I tell you to save, and that's it! crocoyes7 0 Posted August 8, 2020 (edited) I am not criticizing, and I blame the US blockade for all of Cuba's economic issues, but why do people still flee if it's democratic and nice? Is it because of the blockade or is it because they think capitalism might be better?
