I've made a scenario where me and my friends have each made a civilization and placed them randomly around the map. As the scenario plays out, and no matter for how long I leave it going, the civilizations never colonize Oceania or many islands besides a few in the Mediterranean. I've made each nation a single province all in the Americas, Eurasia, or Africa to see how they expand their borders. Before I added countries in the Americas, the AI seemed to ignore that too and would never colonize any provinces there.
