Some videos of how to make new ideologies, add scenarios, and modify the u.i on YouTube might help you, i'm also almost every hour online, so i can help you with these things too.

I will try checking them out. My main issue is that nothing I make-especially new civs and scenarios, don't get saved to the game files. If I share a "modded" version,it won't have anything new (because nothing saved). I can only try adding civs via pc (I'm doing that right now,so if I finish and succeed I might share it as a new civ mod).
