Open the Game -> Editor -> Map Editor -> Map: Earth 4269 Provinces -> Formable Civilizations Where do I can find Formable Civilizations? Go to game files -> map -> Earth -> formable_civs How to add downloaded Formable Civilization? Go to game files -> map -> Earth -> formable_civs Add game file ex.
