I think it would be cool if the Holy Roman Empire would be able to get border changes through conquest. For example, if a country outside of the Holy Roman Empire takes over land that is in the Holy Roman Empire, they are able to chose to take that land out of the Holy Roman Empire. And if a country in the Holy Roman Empire gains land outside of the HRE, then the Holy Roman Emperor will be able to decide what areas are able to join, but it would take a decent amount of diplomacy points for a place to join, I would say maybe 10 per province. This would make the borders more dynamic as the Holy Roman Empire will be changing. It would also make it more historical as the Holy Roman Empire gained land and lost land. There should also be an option for the Holy Roman Emperor to disband the Holy Roman Empire, like what happened in 1806.
