I have noticed that there are two types of special alliances.
1. Holy Roman Empire
2. Defensive
"Holy Roman Empire" type is used by Holy Roman Empire. (This makes sense) The Emperor joins the other member's wars and it can get buffs by reforming. If you make the last reform, the whole empire get united under your flag.
"Defensive" type is used by Shogunate, so Japan. It's not as useful as Holy Roman Empire. There is no option to reform. But if someone attacks any member of the alliance, all members join to the war. In Holy Roman Empire, just the Emperor joins.
But, I am curious that how I can add my own special alliance. I don’t mean editing the existing alliances.
For example:
I want to add a special alliance for Ottoman Empire, which The Emperor, -in this case, the Ottomans- is able to make reforms that are special for this alliance. "Supporting the pirates.", "Additional Taxes", "Kanunname-i Ali Osman of Mehmed II" etc.
