Every time I make a custom flag for a custom nation/government flag, it keeps popping up a question mark, every time. I keep reloading and it shows up no matter what. I did everything correctly, png file, 68x44 27x18, even the 1234567981735zxyafesg_FLH thing and even then, it's not showing up. Help. I can relay the steps to help better.

I made flags. They are all simple, but there are 21 of them. I used the program: FlagMaker Jr. Most flags resolution: 751x501.
