Formable Civilizations

Why does the machine NEVER form a new civilization?

With the exception of Brasil, Germany (Empire; Weimar; Nazi) and Ethiopia, I have never seen another nation become a new one.

In my game with the Russian Empire, Norway has all the provinces to form the Kalmar Union and it just doesn't change. What I can't understand. If the German Empire ALWAYS turns Weimar in the 2nd round of the game, why doesn't Norway automatically turn Kalmar as soon as it gets the necessary provinces? I can not understand it!

It is just the rarity of the ai that makes it hard for ai to form a formable civ. One day I was playing Addon+ and the soviet union formed the golden horde. So it is just a matter of luck and chance whether or not you get to see an ai forming a formable civ

But that doesn't make sense. If some nations already in the 2nd round of the game become another nation (German Empire -> Weimar), why does this not apply to others?

That's what I don't understand!

That's exactly what I'm talking about! Why do some nations in the first round of the game change into another nation and others in the course of the game never change?
