Change the required technology for the government to the last one in the Governments.json:

REQUIRED_TECHNOLOGY: 95,

Or create a new, final technology that is very expensive, which will lock it from being researched.

 

Then, as an event outcome, use it to change the civilization's tag to that government

set_civ_tag=spa_GOVTAG

Where the GOVTAG is Extra_Tag from the Governments.json

# Civ will change ideology to id: 4

change_ideology_civ=2=fra
# Civ 'fra' will change ideology to id: 2

Can you make the description of the last technology hidden so that we don't see the entire list of assigned government forms used in events? We can't unlock it anyway (unlocking it gives legacy points, right?), and a long list of unchoosable ideologies would look weird.
