Set Spain with provinces as the event recipient. The events are saving the civ ID, not the civ TAG.
I have slightly changed the event outcome for “Form civ,” and now Spain's missions will work.
The update will come later, but I don’t know when yet.
The trigger "occupied provinces" and "controls provinces" never fires.
The "have army" trigger also works incorrectly and is triggered even when the condition is not met

Describing problem:
So the first problem is
If i make new civilization by event (for instance Bourbon Spain from Habsburg Spain) and I will create mission for this Bourbon Spain, this mission will not show up.
And the second problem:
If i make a mission for instance for England and i will change to the Great Britain this mission will still be even if i'm Great Britain and its fine. But if i will have all conditions to do this mission, it will simply do itself. Pop up is not showing but the mission is complete even if i didn't do anything. Like i can do this mission like for 1 turn, but then it's completed even if i didn't click this mission.
And it basically happens all time.
If you would like to reproduce that bug:
Select England, then in events choose Anne Stuart and create Great Britain, wait till 1714 and then choose James III. You will notice that what i wrote.
And the second bug:
Just play Spain and wait till Philip V will be a monarch and you will see that there is no mission for Spain
