How does AI choose the right events?

Example: I have 2 events 'War' and 'Not war'.

Condition of 'War' event: Relationship -25...

And if the two countries have a relationship of more than 10, the AI will choose 'Not war'. But when I test the event, even though the two countries have a relationship of more than 10, the AI still chooses the event 'War'

Can anyone help me?
