Question about age of history 2 defined edition volunteer

Who will be responsible for volunteer army military upkeep? Sender or receiver?

Will there go to be recall volunteer features?

Will player control volunteer army or ai/received Nation?

Receiver

It will be a normal army of the civilization that received the army.

But if player send 50k troops to a city state. Then that state can't manage upkeeping cost. That state will be economically destroyed. That why sender should  be responsible for the upkeep cost. 

 

 

And recall volunteer system.

Or add a limit to sending volunteer army like hoi4.
