Will each country have its own ruler or a limited number of countries like in aoc2? At least small and unimportant countries will have AI generated rulers, or not?

Yes, everyone will have rulers, even vassals. It is not yet clear who the vassal is and who his ruler is.

In crusader kings, you played the country as a ruler. All your actions and all the events in the game were related to what kind of character you have and what kind of education you have.

In Age of History, everything is the opposite. The ruler is just a photograph without feelings and not much subject to aging. In Age of History, you sort of act out the actions of countries in certain situations, and that's probably why this game attracted you with its simplicity and clarity.
