Need help with changing nations economy

I am facing an issue with changing a nations economy and income, in the game editor I cannot find anywhere where I can lower the economy of only one specific nation. This is pretty stressful as I am making USGW for AoH3 but Germany for some reason is the biggest world power in 1935.

Tried to lower it through an event but didnt work either, I might just be dumb;

For some reason the economy modifier does not work at all, and the monthly income modifier does not lower the monthly income, just the current cash you have at the start of game.
