Shattered Union Scenario

This scenario is based off of the game Shattered Union released in 2005 for PC and Xbox. There are 8 civilizations:

• California Commonwealth: Arizona, California, Nevada, Utah (California)
• Commonwealth of Hawaii: Hawaii
• Confederacy: Alabama, Florida, Georgia, Kentucky, Louisiana, Mississippi, North Carolina, South Carolina, Virginia(Confederate States)
• Great Plains Federation: Illinois, Indiana, Iowa, Kansas, Michigan, Minnesota, Missouri, Nebraska, North Dakota, South Dakota, Wisconsin(Indiana)
• New England Alliance: Connecticut, Maine, Massachusetts, New Hampshire, New Jersey, New York, Ohio, Pennsylvania, Rhode Island, West Virginia, Vermont(Connecticut)
• Pacifica: Colorado, Idaho, Montana, Oregon, Washington, Wyoming(Colorado)
• Republic of Texas: Arkansas, New Mexico, Oklahoma, Texas(Texas)
• Russia: Alaska(Alaska)

This is version M.1.0 with the base province development population and whatnot.
Note: Due to AOC2 being a stubborn mule on my un-activated Windows laptop, and because I do not expect to get my desktop for another month, all updates will be from the mobile version.

Custom Civ update M.1.1 should be done in a few days.

Update M.1.1
-Custom Civs added(minus Texas like a boss) along with an attempt at making the custom flags.

-Russia now in Alaska

-Colors reflect actual map colors

-Added European Union, which holds Maryland, Delaware,  the Eastern Virginian provinces of Richmond and Alexandria, along with Atlantic City, Philadelphia and Harrisburg

-Finagled with tech levels with the EU being the highest
